Решил перевести шапку так:

Отдел кадров
Услуги физическим лицам
Система выдачи справок

Мне показалось, что слово Group относится к первой строчке шапки. Или я не прав?

Group People Services - это, скорее всего, название компании. Уточните поиском в инете.

'HR Direct' is a proper noun -- the name of an organisation, like 'Virgin TV' -- rather than a descriptive title. It's a subsidiary of the Commonwealth Bank of Australia (CBA). Kristi Bromley also works for CBA.

'HR Direct' is also the name of various other organisations, databases etc around the world -- but these are unrelated to the CBA. As your 'HR Direct' is a proper noun, you shouldn't translate it, I'd have thought. Instead either leave it in the English, or transliterate it.

It probably says 'Human Resources ...... HR Direct' because HR Direct is a company specialising in providing human resources services to other companies, but also has its own Human Resources department -- for its own staff.
