ИМХО: откидное окно, оснащенное поворотно-откидными механизмами, позволяющими осуществить помывку???

It's a type of sash window with a special mechanism on either side of the window-frame, which allows each of the sashes to pivot (turn) rather than slide, so that you can clean the outsides of the two sashes. The outsides of standard (non-pivoting) sash windows are extremely difficult to clean if they're on the first floor (Ru: второй этаж) or above, as you need a ladder to get to them. I know -- I've got four of them!

grachik's youtube video explains it perfectly. 'Tilt-Wash' may be a trademark.

Tilt-Wash doors -- I've no idea.
