A final phase of an operation, starting once the transfer of responsibility to the civilian authority has been carried out, the normalization phase is composed of a series of actions contributing towards the progressive restoration of authority in a country in a crisis and supporting the return to the normal working of its institutions. Civilian authorities conduct most of the actions with the support of the military forces. 2. The development and implementation of concepts, doctrines, procedures and designs to achieve and maintain the required levels of compatibility, interchangeability or commonality in the operational, procedural, materiel, technical and administrative fields to attain interoperability.
