The stabilization follows the intervention. It is the intermediary phase of an operation that aims at creating the conditions of the normalization by gradually transferring responsibilities to a legal civilian authority. It is planned right from the mounting of the operation and may combine purely military actions, humanitarian ones and actions concerning the environment within a same time gap and with the support of authorities.
