All operational activities across the chain of command that requires a number of measures to be taken and, at certain levels, a coordination of the implementation of specific structures in order to guarantee overall efficiency. The implementation of an operational function requires: a dedicated functional direction; dedicated assets and units, at least at certain levels; one or more functional chains coordination of procedures, assets or specialized units.
