Relatively a minor cost since the shoulder is unused and even if the shoulder needs to be retained, the flat area for another lane is already present. It astounds me that they didn't do this at the time. I suspect it was planned but they were a bit over budget and just didn't complete what was planned -- if not someone needs common sense training.
