Subject: class 3 cost estimate and the cash flow projections
Подскажите, пожалуйста, что может означать следующая фраза:
class 3 cost estimate and the cash flow projections. Что за "Класс 3"?

Встречается в следующем предложении:

The Mixed Company shall pay the royalty and applicable taxes. If once the basic
engineering for the crude oil production project has been concluded, the class 3 cost
estimate and the cash flow projections indicate that the Mixed Company will not be able
to recover its investments within a period of 7 years or less as from the commencement
of the production of upgraded crude oil, the National Executive Branch shall grant to
such Mixed Company the reductions in royalties and oil extraction tax provided for in
articles 44 and 48 of the Hydrocarbons Organic Law.

Cost Estimate Classification System
A five-level cost estimate system based on the amount of project information available developed by the American Association of Cost Engineers, Class 5 is the least definitive.
Class 5 - Level of project definition < 2%; Purpose - screening or feasibility; Methodology - stochastic or judgment; Value Range (i.e. accuracy relative to best of Class 1) - 4 to 20; Preparation Effort (relative to best of Class 1) 1%
Class 4 - Level of project definition 1% - 15%; Purpose - concept study or feasibility; Methodology - primarily stochastic; Value Range (i.e. accuracy relative to best of Class 1) - 3 to 12; Preparation Effort (relative to best of Class 1) 2% - 4%
Class 3 - Level of project definition 10% - 40%; Purpose - budget authorization or control; Methodology - mixed but primarily stochastic; Value Range (i.e. accuracy relative to best of Class 1) - 2 to 6; Preparation Effort (relative to best of Class 1) 3% - 10%
Class 2 - Level of project definition 30% - 70%; Purpose - control or bid/tender; Methodology - primarily deterministic; Value Range (i.e. accuracy relative to best of Class 1) - 1 to 3; Preparation Effort (relative to best of Class 1) 5% - 20%
Class 1 - Level of project definition 50% - 100%; Purpose - check estimate or bid/tender; Methodology - deterministic; Value Range (i.e. accuracy relative to best of this Class 1) - 1; Preparation Effort (relative to best of Class 1) 10% - 100%
