Выражение встречается в следующем контексте:
1. "zuständige Behörde am Bestimmungsort" die zuständige Behörde des Gebiets, in das die Verbringung erfolgen soll oder erfolgt
2. "für die Durchfuhr zuständige Behörde" die zuständige Behörde des Staats — mit Ausnahme des Staats der zuständigen Behörde am Versand- oder am Bestimmungsort —, durch den die Verbringung erfolgen soll oder erfolgt;

Или "beginnen soll oder beginnt"
