Выражение встречается в следующем контексте: Today's (1960s, 1970s) rocket designer has a variety of materials from which to choose in developing the optimum design to meet mission objectives. Most commonly used are the ferrous alloys, including conventional quench and temper (hardened by heating then plunging into liquid to cool suddenly) steels and nickel precipitation-hardening alloy steels, nonferrous titanium alloys, aluminum alloys, and fiberglass reinforced plastics.

суть мне ясна, но не знаю как правильно сформулировать, не хотелось бы глумиться над тем, что недостаточно хорошо знаю.

А просто закаленная (hardened by heating then plunging into liquid to cool suddenly) сталь здесь не подходит?

Скорее всего quench - закалка, temper - отпуск.
Т.е ... включая стали, подвергнутые традиционной закалке и отпуску, ... - это все, что вспомнила из курса Металловедение ;-)
