Subject: There has been no fresh start after a revolution
Constitutional law, the law of the British constitution, is often said to be unwritten in the sense that there is no single document in Britain called “The Constitution”. However, every British protectorate and colony has one, and so does nearly every country in the world. The reasons for this state of affairs are historical. There has been no fresh start after a revolution or other landmark in our history, unlike in the United States or Malaysia.

Так уж сложилось, что в отличие от истории США или Малайзии в нашей истории ни революция, ни другие ключевые события не создали предпосылок для ее появления.

no fresh start - не было необходимости начинать все с нуля/чистого листа
