I wouldn't say it. Firstly, it is grammatically flawed in many ways and, secondly, it is a poor translation and does not capture the meaning of the original phrase the way you need to.

There is a section of my sentence missing. That's odd.
It should read:
If the limit of users exceeds that allowed by the licesne, the e-mail addresses of THESE USERS will be held/STORED regardlessly, with the exception that the "Cure" option will be inaccesible.
