"of all time" лучше/привычнее/встречается на порядок чаще, чем "of all times"
на то оно и set phrase

Не возражам, просто пытался доказать необходимость предлога OF. А окончание уже паровозом прицепил из предыдущей фразы аскера "the most popular game at all times in the world".
