How do you say the following in Russian?

What is the most important Russian sentence to know?
My guess: Что самое полезное российское предложение должно знать?

You have very pretty eyes.
My guess: У тебя есть очень красивые глаза.

Why do you leave out "есть"?
Is there a rule when to use "есть" and when to leave it out?

есть - definitely not needed here.
I am not sure whether there are any rules on this issue.
It's one of those things that a native speaker acquires unconsciously.

Examples when you need or don't need "есть" in Russian:

You have an opportunity, a choice, - у вас есть возможность, у вас есть выбор.

He has a true friend - у него есть настоящий друг
He has many friends - у него много друзей

He has a car - у него есть машина
He has a new car now - у него теперь новая машина

He has two kids - у него двое детей
He has a cat - у него есть кошка

It looks like it is hard to figure out a rule

мы говорим: у тебя(него, ...) "есть" ОБЫЧНО , когда ЕДИНСТВЕННОЕ число (singular): например, у него есть ручка, у тебя есть платок? у меня есть дом в Москве,
НО: у меня карие глаза (2 глаза), у него три сестры (3), (plural)

singular-plural works in many cases, as a trend, but not as a rule.

You still have two options - у Вас все еще есть два варианта.
She has money problems as well - у нее есть и денежные затруднения.

здесь идет усиление: в первой Вашей (Анатолий) фразе на "есть" падает логическое ударение, во втором случае слово "и"

Though I agree that logical emphasis is important - when the accent is on the existence of any item/issue, it is appropriate to use "есть". It is better to omit it when the emphasis is on the modifier (number or quality descriptor).

Please also consider a "rule of thumb" - "есть" may be appropriate if the opposite, negative statement makes sense:

You have no opportunity, no choice
He does not have a true friend
He has no car, no cat, no pen, no handkershief, no home in Moscow.
You no longer have two options
She has no money problems

For "pretty eyes" there is no reasonable negative sentence.
For "two kids" or "three sisters" it is unclear (another number or none at all).
