Имею ввиду последнее предложение "how it functioned within the
larger communities in which it operates"

Это относится к руководителю или к вопросу...не пойму.

Theoretically it could be either 'a community at work' or 'company', but is probably 'company', as SirReal says. Also, 'to look how it functioned' should read 'to look at how it functioned'.
