Не знаю, как ее перевести. Может - социальный работник в сфере общественных коммуникаций?

'engagement' here just means 'talking to/listening to/helping' (members of the public). It's a term used especially by charities and government departments.

'Officer' is often found in the job titles of local/central government employees -- as in 'clerical officer', 'admin. officer', 'executive officer', etc. It just means 'employee'/'member of staff' -- nothing more. It's an outdated (military) word, but is still widely used by bureaucracies.
