'heading for the top' just means 'on course to be the best driver/the No 1 driver' -- either in the region, the country or the world, depending on the exact context.

'the top' here implies 'the top of the points table'. Similarly, in this imaginary English Football Association Premier League table, Manchester City are at the top, whilst Chelsea are 4th from the top:
