В связи с изменением наименования единственного учредителя «Вектор М» - ЗАО «Скаляр» на АО «Скаляр», необходимостью приведения в соответствие с действующим законодательством Республики Беларусь Устава «Вектор М» - утвердить Изменения в Устав Иностранного торгового унитарного предприятия «Вектор М».
Возложить обязанности по совершению действий, необходимых для государственной регистрации Изменений в Устав Иностранного торгового унитарного предприятия «Вектор М» на директора Збигнева З.С.
Одобрить внесение изменений в Устав Иностранного торгового унитарного предприятия «Vektor M», в связи с изменением наименования единственного учредителя.

Due to the renaming of the sole founder of “Vektor M” from ZAO “Skalar” to AO “Skalar” and given the necessity to harmonize the Charter of “Vektor M” with the laws of the Republic of Belorussia it is required to validate amendments to the Charter of the Foreign Trade Unitary Enterprise “Vektor M”.
To appoint the Director Zbignev Z.S. to be responsible for taking actions required for state registration of the amendments in the Charter of the Foreign Trade Unitary Enterprise “Vektor M”.
To approve amendments in the Charter of the Foreign Trade Unitary Enterprise “Vektor M” due to renaming of the sole founder.

Возложить обязанности
Одобрить внесение

а то у Вас первая фраза выпадает

2) "renaming " - changing the name of....
"validate amendments" - approve amendments

* 'renaming' sounds alright to me.

Other comments if interested:
* 'given the necessity to' > 'given the need to'
* 'Belorussia': You can still use this in English -- but most people now say 'Belarus' unless it's an historical (say, Soviet-era) document, which this isn't.
* 'it is required to' > 'it is necessary to'
('it is required to' isn't normally used in English unless you've already specified what the 'it' is).
* 'to validate amendments' > 'to approve amendments' (as leka11 says) or just 'to make amendments'.
* Zbignev Z.S. > Z.S. Zbignev.
(People's initials/first names don't normally come after their surname in English, except in a few lists, tables and other documents, although it's common in Russian. If you put them after the surname in English, the reader will just think 'What does 'Z.S.' stand for?')
