Пожалуйста, помогите перевести. Определение в начале документа.

Выражение встречается в следующем контексте:
Product - tobacco products (cigarettes) in packs with excise stamps and packed in outers (and/or master cases) which meet (according to their quality, shelf life, packaging, etc.) the requirements of Ukrainian legislation and BAT quality standards.

Непонятно, что такое outers (and/or master cases), это вот те коробки в которые блоки запечатывают?

outers - Транспортная тара
master cases - собственная упаковка, имхо
