Notice and takedown:
Users may also choose to notify Us of Bad Content placed on the Site.
Notifications may be done be sending an e-mail to:

(a) name and address of the sender;
(b) explanation of why the sender is particularly affected;
(c) URL of the Bad Content;
(d) precise description of the allegedly illegal content; and
(e) reason why the content is illegal.
If We deem the content to be Bad Content, the content will be blocked.
At all three stages, XXX reserves the right to take all measures it deems appropriate, including but not limited to:
- permanently deleting the content
- restoring the content
- blocking one or more Users
- reporting the content to the KOBIK or to the criminal prosecution authorities

я так представляю эту ситуацию
каждый пользователь сайта контролирует друг друга ( а вместе они контролируются администрацией сайта)

согласно исходнику -- takedown по смыслу граничит c blocking of content

Ясно дано понять о том, что take down - это закрытие сайта за нелегальный контент по стуку в CYCO (Cybercrime Coordination Unit Switzerland).
