After the structure has been launched, it will be towed to the drilling location and ballasted until submerged as follows:
1. The control float is connected to the floating structure.
2. The structure is ballasted to neutral buoyancy till is just floating on the surface.
3. More ballast is added so the structure sinks
4. The sinking is arrested by the buoyancy of the control float.
5. The elevation of the structure above seabed can be controlled by adding or removing relatively small amounts of water to or from the float.

не, там в таблице вес указан, в тоннах
вот меня и смутило, емкость плавучести это.. или понтон?.. для первой многовато вроде.. а для второго вроде маловато...

и контекста больше нет
