Закон ______ имеет меньшую силу по сравнению с Межправительственным Соглашением. (В свете этого, напрашивается вопрос о том, могли ли быть проданы акции, отнятые у ____ акционеров, третьим лицам на основании Закона _____ и вопреки Межправительственному Соглашению.

"Begging the question" is a form of logical fallacy in which a statement or claim is assumed to be true without evidence other than the statement or claim itself. When one begs the question, the initial assumption of a statement is treated as already proven without any logic to show why the statement is true in the first place.

To beg the question does not mean "to raise the question." (e.g. "It begs the question, why is he so dumb?") This is a common error of usage made by those who mistake the word "question" in the phrase to refer to a literal question. Sadly, the error has grown more and more common with time, such that even journalists, advertisers, and major mass media entities have fallen prey to "BTQ Abuse."

...all that being said, the use of "beg the question" to mean "raise another question" is so ubiquitous that the new sense has been recognized by most dictionaries and sanctioned by descriptive observers of language. STill, though it is true that the new sense may be undrstood by most people, many will consider it slipshod.
