Sounds like filmset terminology to me, not sporting.
This means like 'mark the date, time, take number etc, roll camera and actors to action.'
Runners get 'on your marks, get set, BANG!
Motor-racing doesn't start with the call 'action' as far as I know, nor are they told to get to their marks.
