я понимаю, конечно, что оригинал - отстой, но в переводе, по-моему, следует сделать усилие, чтобы придать какой-то смысл, если хотите, чтобы текст читался на английском.

- industrial priorities --> doesn't fly here. what is described, doesn't sound like industrial priorities to me.

- developing infrastructure of the Internet --> the way it's written, it means something different and is too big a task for the local authorities

- navigation --> without at least one qualifier it sounds too generic

- (including - WiFi) --> never clone Russian punctuation in English (especially the one that is erroneous)

IT is too generic again. I chose Telecom (which sits under the IT umbrella anyways) because of the description that follows.
