The meaning is that only people devoted to the 'Cause' (e.g. those belonging to/believing in the 'right' religion, for example) are 'fully human'. People who don't belong to/believe in the 'right' religion are not 'fully human' and therefore can be killed. The phrase is somewhat ironic.
