Помогите, пожалуйста, понять, что такое invest at the level of the Russian bank?

Инвестировать на уровне банка? Звучит, по крайней мере, странно.

Контекст:
EBRD will invest at the level of the Russian bank. Precondition to that is that the share retention relates to REG Holding Limited which should become a party to the SHA and existing shareholders agreements and recent share transfer agreements are fully disclosed to EBRD.
