Я обычно перевожу "deemed" как какое-нибудь производное от "признавать". Например, "deemed-paid taxes" -- "налоги, признаннные уплаченными". В Вашем случае я бы написал: Такие операции в EAR называются "признанным" (вариант -- "признаваемым") экспортом и рассматриваются как экспорт технологии в страну пребывания получающего ее лица. |
