Выражение встречается в следующем контексте:
The drawworks should he operated continuously during the period of the mast top section retracted to ensure that hook-block can be in suitable position. After mast top section has been fully retracted, if the mast needn't down, position hook-block near the substructure as far as possible, otherwise, positions hook-block to the hook-block frame.

Меня крюкоблок не тревожит, а вот его каркас/рама вызывают сомнения, да и смысл этого предостережения не совсем понятен.

Смысл прост: чем дальше блок с гаком от надстройки, тем надстройка целей.
