Контекст не совсем понятен - ну и что из того, что "with red lips dressed in a sexy dress"?

А вообще "ни стыда, ни совести" переводится как "no shame or scruples"..

"no shame" is still the best for the context. - it's most well-known.
"No shame or scruples" - is great too! I totally forgot about it:) but it's a bit old-fashioned.
the context: describing a young beautiful woman almost a prostitute - reckless little thing:) no shame or scruples:))

если же взять как контекст ее внешний вид и самоподачу, то, возможно, вам надо нечто другое:
defiant, ostentatious, .....

"She was defiant/ostentatious in her (manners/beauty/...)"
