Yes, just like Susan79 said. If you are giving the name of the file, which it looks like you are, then you would need the definite article, as in "Open the file "c:\name.doc". If you named your files, say, A, B, C, then you would say: "Open file A, open file B," etc.

В качестве уточнения (так как заданный вопрос может читаться двояко),
если вы указываете название файла как часть пути, тогда артикль нужен (как уже подсказал(а) ms801):

Open the file "c:\NNN Name" (кавычки можно опустить)

возможный вариант, если хотите разбить название и путь и, по-моему, более читабельный

Open the NNNName.rtf file from c:\Program Files\...
