The Metal Industry is primarily concerned with metallurgy and metalworking. Then the pure form of the metal so obtained is used to manufacture structures as well as different machines and parts of machines. The procedures which involve the manufacturing of machines and other useful items from the metals so obtained through the metallurgical processes, constitute metalworking.
Metal Industry - потому что "металлургия" может означать весь комплекс обработки металлов, от руды до готового изделия, и в тексте нет точной дефиниции, что подразумевается именно здесь.

А можно мне высказаться?
Выражение "энергосырьевой сценарий развития" встречается не только в металлургии - можете и в Гугле и в Яндексе набрать, вылезет полно ссылок с этим словосочетанием - и металлургия, и цемент, и общее развитие родимой экономики. То есть довольно широкий и увы популярный термин. Вот в чем фишка....А значит, должен быть какой-то "общеописательный" термин.
