Компания назначает такого-то, который может:

" ... передоверять свои полномочия в любом объеме и в пользу любых лиц, которых сочтет сам необходимыми."

мой вариант:
... to appoint a subagent with all authorities to act any role and for the benefit of any persons whom he will consider itself necessary.

можно ли сказать как-нибудь еще кроме to appoint a subagent (как дает мультитран)?

Depends on the jurisdiction the PoA is drafted for.

"subagent" carries a truckload of [other] legal and BUSINESS meanings in the United States.

My version (as per a Wall Street law firm's house style) might be:

[TO, if appropriate] ISSUE FURTHER POWERS OF ATTORNEY AUTHORIZING ANY OF THE POWERS HEREUNDER TO ANY PERSON WHOM HE [the attorney = доверенное лицо] MAY AT HIS SOLE DISCRETION THINK FIT.

Also, "with all authorities to act [...] for the benefit of any persons..." may be misread as:

"...со всеми полномочиями совершать действия/действовать В ПОЛЬЗУ/К ВЫГОДЕ любых лиц..."
