а тогда power tool не пойму.

Гугол такой комбинации не знает "power tool and pneumatic power tool", поэтому лучше привести контекст, в котором у вас это дело встречается. В отсутствие контекста power tool может быть инструмент с приводом иным чем ручной (электро, пневмо, ДВС, может и с другим каким:) или все что угодно.

тут еще есть Electric power operated tools, Powder-actuated tools

контекст в данном случае вряд ли поможет. так как раздел касающийся безопасного применения данных инструментов. Т.е. должны поддерживаться в чистоте, ручки должны быть изолированными, работать должен обученный персонал и так далее, в том же духе.

• Portable power tools present many of the same hazards as stationary machines of the same kind, in addition to the risks of handling. Do not leave a tool overhead where the cord might be pulled causing the tool to fall.
• Keep portable test instruments in good condition. Examine leads periodically to ensure that the insulation is safe. Exercise caution when using test clips and probes. When checking high voltage circuits, place the meter on a firm stand. Connect and disconnect the meter when the circuit is de-energized. Do not allow the meter to make contact with the body.
• Do not use metal flashlights near live circuits. Do not use metal rulers and pencils near electrical circuits.
