чем отличается accountable manager от responsible manager? qual.cont.

Уважаемые форумчане, объясните, please, чем отличается accountable manager от responsible manager? (и то и другое вроде бы означает "ответственный", но в документе по системе качества эти господа разнесены по разным разделам). Понятно, что функции у них различаются, но как же их по-русски то разделить?

Accountable manager means the manager who is responsible, and has corporate authority for ensuring that all production work is carried out to the required standard. This function may be carried out by the Chief Executive or by another person in the organisation, nominated by him or her to fulfil the function provided his or her position and authority in the organisation permits to discharge the attached responsibilities.

Responsible managers
The person or persons nominated should represent the management structure of the
organisation and be responsible for all functions as specified in Part 21 Section A Subpart G. It therefore follows that, depending on the size of the Part 21 Section A Subpart G organisation, the functions may be subdivided under individual managers (and in fact may be further subdivided) or combined in a variety of ways.

или ответственный менеджер с исполнительными (представительскими) функциями, имхо

рискну сделать такое предположение:
Acc.Man обладает правом принятия решений (и соответственно отвечает за последствия их принятия), за выполнение которых отвечает RespMan (который несет ответственность за то, что это не сделано).
немного путано, но мне видится это так
