They are used to adjust the final elevation of manhole castings.
по-русски, что-то типа "выравнивающие (пластиковые/резиновые, круглые) вкладыши".
а они уже устанавливаются (после выравнивания) на клей.
при установке между кольцами (concrete or casting), они компенсируют неровности соприкасающихся поверхностей.
