помогите, плиз, что может означать здесь “fishing trips”

The Tax Authorities of a jurisdiction with a TIEA with the Isle of Man cannot enter into “fishing trips”.
To prevent such fishing trips by the Tax Authorities of the requesting jurisdiction they must first pursue all means available in their own jurisdiction to obtain the information.

в остальном смысл ясен, но “fishing trips” просто в тупик ставит..
