Subject: вне зависимости от их ведомственной подчиненности law Стороны не несут ответственности по обязательствам отдельных суверенных государств, республик, являвшихся субъектами Союза ССР, отдельных предприятий, объединений и организаций вне зависимости от их ведомственной подчиненности, гарантированным ими самими, а не СССР или уполномоченными им на то государственными органами до подписания настоящего Договора, а также по обязательствам СССР в случае их оформления после подписания настоящего Договора, если иное не предусмотрено соглашением Сторон.

consider: The Parties shall not be responsible for any outstanding liabilities obligations with/carried by separate sovereign states and republics which are members of the USSR, separate businesses, associations and institutions without any regard to their affiliation or membership where such obligations are guaranteed by the aforesaid parties or state agencies authorized by them can provide such guarantee prior to signing hereof |
| Unless otherwise agreed between the Parties, the Parties shall not be liable for any obligations of any sovereign state, former Soviet Union republic, business entity, association or organization if assumed before the date of this Agreement other than by the USSR or a state agency authorised thereby, as well as for any obligations of the USSR assumed after the date of this Agreement. |

| Ага, Саш, я так увлеклась основным текстом, что про вопрос-то и забыла. Я бы сказала regardless of organisational affiliation, просто потому что departmental affiliation мне лично встречалось в основном в контексте кафедры университета. |
