Gas Trading Market
Shippers can post bids and offers to buy or sell gas on an ON-THE DAY COMMODITY MARKET, which is operated by an independent market operator. The gas transporter uses this market to buy or sell gas to balance the system. The Gas Act and related laws, as well as the Operation and Commercial Code ("Code") prepared by FGSZ as the grid operator and approved by the HEO, stipulate the legal background for gas trading activities in Hungary.
Currently, there is neither a natural gas stock exchange, nor an ON-THE DAY commodity ("OTC") market, in Hungary. Pursuant to the applicable law, an on the-day flexibility market must be set up by 1 July 2010. FGSZ as the grid operator is designated to establish this market from which an OTC market and later a so-called regulated natural gas market (i.e. natural gas stock exchange) could be developed. Until 1 July 2010, the balancing tools described in the Code must be used. Gas traders are allowed to book capacities (both entry and exit capacities) in the transmission, distribution and the storage systems (together referred to as the "Interconnected Natural Gas System").
