Subject: Measurement date account.
The measurement date is the date on which the management having authority to approve the action commits to a formal plan to acknowledge requirements resulting from regulatory change or to close the facility. Such a plan is to include, as a minimum, identification of the major assets involved, the expected method of closure, the period expected to be required for completion of closure and an estimate of the present value of the total costs of such closure activity. The concept of present value of such future cost may be applicable in cases of longer term utilization or incurrence of the costs.
