Пожалуйста, помогите перевести.

Подскажите, как правильно это называется по-русски. Перевод понятен.
А еще, если возможно, уточните, что это: Документ. Резолюция. Никак не могу сообразить

Выражение встречается в следующем контексте:

The European Commission and the Council of Ministers adopted the European Research Area (ERA) Vision 2020 on 2 December 2008 as part of the Ljubljana Process (ERA enhanced governance). By 2020, all actors will benefit from the free circulation of researchers, knowledge and technology.
