Я нашла, что выехать на ПМЖ — это to emigrate, если просто ПМЖ, то permanent residence/residency. По-моему, должно быть emigration from Russia to the USA |
Would be easier if you included the entire sentence. Usually one applies for/obtains permanent residence/residence or becomes a permanent resident. Emigration is when you leave a country. Immigration is when you enter a country. Having said this, I am not sure that Russians coming to the US today are officially considered immigrants/emigres. If this is a line from a document, perhaps - Permission to leave Russia for permanent residence in the United States |
Yes, it depends on the perspective of the observer (author) - for Russians, Russians leaving = emigrants; for Americans, the same Russians = immigrants. So if the document is American, "immigration" in this case (in a general sense) should be fine. That's exactly what the US authorities themselves call it, and it does not matter what country you are actually coming from. For them, you are an immigrant. Period.
