Mesa - это просто плато (с исп). В Нью Мексико употребляется повсеместно как в названиях плато, так и просто.

I would definitely transliterate "Mesa", since it it not sure if "mesas" is where they are going to drill. Could be in the desert, too (there's a heck of a lot more of it than "mesas", trust me!) And "Mesa" is such a common geographic location name in the Southwest.
