Может, конечно, по контексту, это именно has the right, но из приведенного текста сего не вытекает

обыкновенно используют "shall pay", вместо "will"; вместо "has the right"- "is entitled", если изпользуете "within .... days from" тогда "... from the DATE of..." etc.
