Подскажите, пожалуйста, как перевести EXEMPT FROM WORK в двух текстах. В "пособиях" человек EXEMPT FROM WORK - лицо, не обязанное трудоустраиваться. А как это будет в "иммиграции"?

From 1st January 2007 citizens from Bulgaria and Romania will not require leave to enter or remain to reside legally in the UK . All Bulgarian and Romanian citizens will have a right of residence in any EU Member State for the first 3 months of residence on an unrestricted basis and remain legally resident in that state as long as they wish, providing they are exercising a treaty right as a student, a self-employed person, or if they are self-sufficient. They will not, however, have an automatic right to reside as a worker (unless they are EXEMPT FROM WORK authorisation requirements).

Benefits:
The SRR (single room rent) applies in all cases where the claimant is single, under 25, and living in accommodation in the private rented sector. It does not apply to tenants renting from social housing landlords. It does not apply to young people who are under 22 and have left care, nor to young people who are lone parents or who live as part of a couple. The restriction does apply, however, to young pregnant women, young single people in receipt of a disability premium, those who are EXEMPT FROM WORK for social security purposes, young single people with HIV or AIDS, and homeless young single people who are being resettled under the 'Rough Sleepers Initiative'.

Claimants will be divided into two groups. Those exempt from "work focused activity" will receive the support element, worth more than the current top-rate benefit.
