Идея ясна - избиратели, которые не указали (проафишировали) свои симпатии при регистрации для участия в выборах. Но как это коротко и ясно передать по-русски? Вот что пишет моя американская знакомая:

When a citizen registers to vote, he can do so as a member of a particular party, or he can list himself as independent. Since I vote on issues rather than following any party line, I registered as independent. Nobody should know my allegiance unless I choose to divulge it, but the parties themselves can call upon their registered members for fundraising and so on if they wish.

Выражения встречаются в следующем контексте:

Поди не "симпатии" они указывают, а "партийную принадлежность", а?

Не думаю, чтобы они состояли в партии - платили взносы или имели партбилет. Слишком много членов партии получится... Скорее всего, просто заявляют, что они поддерживают эту партию и голосуют за нее.

In the US, you can declare yourself affiliated with the Democratic or Republican party, but you don't have to pay any membership dues. You may wish to make a contribution to the party, but that's entirely up to you. In the above excerpt, the author indicates his preference not to be known as someone affiliated with a particular party (not to be known as a democrat or republican) because, he says, he votes on the issues, not along party lines.
