"необходимость" для кого? как ее можно подтвердить? ее можно отметить, призвать кого-либо к выполнению прежних договоренностей, подтвердить готовность придерживаться самому. ммм.. что именно Вы имели в виду? :-)

Насчет goods я не совсем в курсе, можно ли в таком случае написать certain goods?
подтвердило необходимость придерживаться прежних договоренностей - контекст таков:
Премьер-министр Украины встретилась с главой Газпрома, для того чтобы пересмотреть газовые договоренности двух президентов, однако руководство России подтвердило необходимость придерживаться прежних договоренностей.

нежелательно, конечно. :-) понимаете, "проблемы", "некоторые товары," "некоторые меры" -- это советское наследие. "выпустили директиву о некоторых мерах по применению некоторых мер" (с)
"some/certain" -- ничего не сообщает, но .... намекает, что автор либо "не совсем в курсе", либо читателей за людей не считает. :-)
грубо говоря, здесь вообще можно написать "discussed exports of goods"
но я подозреваю, что Вам не понравится этот вариант.
попробуйте: "problems regarding exports of goods".

In late February (or AT the end of February), the Russian government called in the gas debts. The Ukrainian government responded that it considered all of those debts already repaid.

In anticipation of the expected gasoline price hike, gas stations have not been posting gas prices for the past two weeks.

At the end of February, many (of the) politicians were talking about parliament dissolution. However, in early March, the parliament was back in session.
