I. Disbursements of the Loan

(1) Disbursements by the Lender shall be made in accordance with the Loan Agreement.

(2) Disbursements shall be made against the Lender having received a disbursement re-quest(s) duly signed by authorised representatives of the Exporter in conformity with the form attached to the Loan Agreement as Annex A/2. The Lender shall receive such disbursement request(s) seven Business Days prior to the value date of disbursement.

(3) The disbursement request(s) shall be supported by presentation of the following docu-ments as follows:

a) Engineering Services

- signed commercial invoice for 100 % value of services rendered, indicating 15 %
advance payment being already effected (1 Original and 2 Copies)
- copy of delivery document or protocol of taking over of technical documents

b) Delivery of Equipment

- Signed commercial invoice for 100 % value of delivered equipment, indicating 15 %
advance payment being already effected (1 Original and 2 Copies)
- Copy of International Consignment Note (CMR) or
Copy of Railway Transport Document (CIM) or
Copy of Air Waybill consigned to Borrower or
Copy of FCR consigned to Borrower or
Warehouse Receipt issued to order of Borrower or
Full set of clean B/L consigned to Borrower marked freight prepaid
Marks/numbers on transport documents in Russian or German language acceptable
- Packing list (1 Original and 3 Copies)
- Insurance (Policy) Certificate in favour of Borrower for 110 % of the value of the deliv
ered equipment (1 Original and 1 Copy)
- Manufacturers certificate of quality (1 Original and 1 Copy)
- Test report according to manufacturers standard (1 Original and 1 Copy)
- Certificate of Origin issued by Chamber of Commerce (1 Original and 1 Copy)
Third party documents are acceptable.

c) Services concerning supervision and technical assistance in pre-
commissioning, commissioning and test run

- signed commercial invoice for 100 % value of services rendered, indicating 15 % ad-
vance payment being already effected (1 Original and 2 Copies)
- protocol of services rendered, signed by both parties (1 Original and 1 Copy)

If the Lender has certified the conformity of the documents with the stipulations of the Let-ter of Instruction the Lender shall be irrevocably authorised to remit the respective Dis-bursement exclusively to an account of the Exporter with the Lender.

(4) The Lender is entitled to reject any disbursement request(s) of the Exporter if it is not made in line with the above mentioned stipulations.

(5) For each Disbursement the Lender shall send to the Borrower a debit advice together with a copy of the disbursement request(s) and those above mentioned documents forwarded to the Lender by the Exporter.

II. Miscellaneous

(1) We hereby expressly confirm that the settlement concerning the disbursement as stipu-lated in this Letter of Instruction is irrevocable and that we are not entitled to revoke, cancel or otherwise withdraw any Disbursements in whole or in part without the Lender’s prior consent.

(2) The Lender will examine the documents indicated above in accordance with the stan-dards for examination of documents as laid down in the Uniform Customs and Practice for Documentary Credits International Chamber of Commerce, Publication no. 600 or any successor document thereto, and its sole responsibility shall be to ascertain that they appear, on their face, to be in accordance with the description given in Article 1 (3) above.

III. Amendments/Governing Law

(1) All amendments and or waivers to this Letter of Instructions have to be made in writing and need to be signed by the Borrower, the Exporter and the Lender.

(2) This Letter of Instructions is governed by and construed in accordance with the laws of the Federal Republic of Germany.

Письмо-поручение об отправке груза через транспортно – экспедиционную компанию...ПИСЬМО-ПОРУЧЕНИЕ от " " 200 3 г. на размещение денежных средств во вклад (депозит)...
Как правило, письмо-поручение является неотхемлемой частью какого-либо договора. Мне кажется, это наиболее верный перевод в данном случае.

Не важно о чем речь идет!
Инструкции могут быть по маркировке товара, могут быть по оформлению транспортных документов и тд.
Здесь же говорится о том какие документы необходмо предоставить для сервиса, поставки оборудования и тп. и тем самым расписаны действия держателя контракта. Очень классная вещь эта инструкция. Т.к. очень помагает держателю контракта выполнить условия контракта.
