Для первой группы фасованного проката, к которой относятся уголки стальные горячекатаные равнополочные, на поверхности металла допускаются дефекты без зачистки, не выводящие размеры профиля за пределы минусового отклонения.

Мой вариант.
For the first group of packed rolled metal which steel hot-rolled equal angles are related to, on the metal surface the defects are tolerable without chipping if they don’t make the profile size exceed negative deviation limit.

сомневаюсь, что packed, если не найдете, лучше вообще опустите, напишите rolled stock
The first group of rolled stock comprising hot-rolled equal flange steel angles admits non-peeled defects on the metal surface that keep the section size within the limits of negative tolerance.
