Можно эту длинную фразу просто заменить на households?

Нет и да. Если обобщить то можно но это не одно и тоже. Одно дело когда люди а другое дело когда всякие электростанции...это не одно и тоже. ЭТО РАЗНЫЕ ВЕЩИ

я ввела Вас вчера в заблуждение с этим коммунально-бытовым сектором (т.к. сама заблудилась). спешу извиниться.

думаю, что utility тоже не подойдет

utility -
services, such as water, sewer, gas, electricity, and telephones, that are generally required to operate a building.

Коммунально-бытовой сектор включает социальную сферу услуг, городское хозяйство, торговлю, общественное питание и услуги

в общем, сложно. может, попробовать длинно?
социальную сферу услуг, торговлю, общественное питание и услуги -- можно обозвать как "the service sector/non-manufacturing businesses"

городское хозяйство -- municipal facilities

и было бы хорошо, если бы кто-нибудь еще предложил варианты или прокомментировал эти
