Я тут подумала, что можно net charge перевести, как суммарный заряд. А stable здесь имеются в виду не стабильные, а какие-то стационарные, то есть те, что в белке. Я так думаю...
"dielectric strength" , кстати, лингво переводит как "электрическая прочность", по-моему, здесь совсем не подходит.
