Penalty assessment is actually part of a sentence in addition to basic fine. It's certain amount in $ so there is no context except they would say "plus penalty assessment" and I am not able to translate it in russian. Thanks for all the answers anyway. Also would you help to translate "Motion to Suppress - Points and Authorities". I got stuck on "points and authorities" part.

There is an explanation e.g. at http://www.irvinecriminaldefense.com/irvine_dui_defense/dui.html:
"The "penalty assessment" is a state tax created by statute in the late 1960s, and is now larger than the fine. Currently, the penalty assessment is 171% of the fine, meaning that on a $100 fine, the total payment is $271 - almost triple the original fine."

I would say something like "дополнительный штрафной сбор, начисляемый на сумму штрафа". We cannot say just "дополнительный сбор...", because in some states there are other things to be added (i.e., basic fine plus penalty assessment plus contributions to the court construction fund plus...").
